註釋
This work examines a new departure in international co-operation to suppress the practice of child sexual abusers travelling as tourists to countries in the Third World and Eastern Europe where children may particularly vulnerable. A number of countries -including the USA, many European nations, Japan and Thailand - have passed legislation making possible the arrest and trial of their citizens for these offences even when carried out beyond their borders. This book records the speed and efficiency with which this initiative has been brought bout. It presents a number of case studies from a variety of countries, collected by the Dutch section of Defence of Children International. It makes clear the important role being played by non-governmental organisations and provides examples of successful prosecutions that have been brought and the obstacles that remain. It reveals the great need to develop guidelines, codes of practice and new procedures in co-operation in order to help law enforcement authorities prosecute these cases where more than one national jurisdiction is involved.
