The main difficulty facing many local people in rural areas is their inability to compete in a market where increasing demand, combined with restrictive supply, has pushed housing prices upwards. While the recent economic recession has often halted or reversed price increases, housing remains unaffordable to many. The Department of the Environment commissioned this work to develop a classification of rural areas in England which would reflect the heterogeneity of rural housing market circumstances. The purpose of such a classification is both to increase the Department's understanding of housing markets in rural England, and to guide its future related research into the nature of need and demand for housing in rural England.
