Canada's Exchange Rate Regime and North American Economic Integration
註釋This paper builds on previous research on the role of various market & government mechanisms for smoothing region-specific economic shocks. It first surveys the empirical literature on federal and market smoothing mechanisms. It then presents evidence on consumption smoothing and the role played by various mechanisms in smoothing specific economic shocks affecting Canadian provinces. This includes evidence on the contribution of different fiscal mechanisms such as direct taxes & unemployment insurance and evidence on how the importance of the various mechanisms has evolved through time. Finally, the paper assesses whether smoothing mechanisms help facilitate the adjustment to specific shocks between Canada and the United States. The study is of interest because the degree of consumption smoothing across regions or countries affects the costs & benefits of fixing the exchange rate.
