註釋"This book has been prepared in order to submit a case in favour of granting the Commonwealth Parliament additional powers in relation to post-war reconstruction and closely associated matters. I desire to make it very clear - I think the book makes it clear - that the case is not in any way restricted to the precised terms of the bill already introduced by me into the House of Representatives. The proposals in the bill are not final or definitive, and suggestions for its modification and improvement have already been invited. The case submitted by me is a general case in favour of granting a sufficient degree of constitutional power to the Commonwealth Parliament to enable it to take the lead in the great but formidable task of planning for post-war reconstruction and - with the assistance of the states and local governing bodies - of carrying such plans into full effect."--Preface, page 4
