The Youth Employment Program Assistance Project was a New York City initiative to demonstrate how employment training for out-of-school, economically disadvantaged youth can be made educationally vigorous. It involved four training programs with a few hundred students. The project focused on the following principles and goals: all learning requires higher-order thinking skills, skills should be taught in context, learning is a social activity, and learning should have intrinsic and extrinsic reward. Project activities included technical assistance workshops, on-site technical assistance, monthly meetings, program directors meetings, and technical assistance workshops for other programs. Policy implications from the project were discussed and the following recommendations made for similar projects: (1) train for investigations of workplaces in which students will be placed; (2) collaborate with educators; (3) provide staff development; (4) strengthen organizational capacity; (5) allocate resources for planning; (6) develop new forms of student assessment; (7) develop new criteria for program performance; and (8) allow time for change.
