註釋
This study examines European market introduction programmes and research projects in the industrial refurbishment field and their transferability to Germany. Launched in the Netherlands in 2010, the Energiesprong initiative is the largest market introduction programme for industrial refurbishment in Europe. The zero-energy standard established there describes the goal of refurbishing buildings with industrially prefabricated façade elements and technology modules to an energy efficiency standard with a net-zero to netpositive energy balance over the course of a year. There are also other energy-saving initiatives in France, the UK and, since 2017, in Germany. The study systematically evaluates the experiences had with the European initiatives and research projects, examining aspects such as the general frameworks, quality standards, costs and financing, technology, business models, processes and communication. It identifies key obstacles and success factors. Finally, the authors examine the extent to which the experience gained in Europe can be transferred to Germany. This includes an analysis of the German construction industry and the refurbishment market, the available technical experience in pilot projects as well as the necessary policy and regulatory frameworks for initiating the broad-scale market introduction of industrial refurbishment in Germany.
