註釋From the Executive Summary: The "consensus" of the Conference Board in Canada's Round Table meeting on consultative and consensus processes was that consultation between government and the private sector (business, labour and other groups) is a necessary part of the decision-making process determining economic and social policy in Canada. However, much vigorous debate ensued about the method, attitudes, agenda, planning, participation and commitments applicable to consultative and consensus processes. Past experience, particularly with reference to government, business and labour confrontation on economic policy and anti-inflation legislation was thoroughly examined and criticized. ...Some participants were sceptical about the consultative process because "such an approach...may well do more to increase the power, income and wealth of already powerful vested interest groups in the community...than to improve policy from the standpoint of society generally."
