K.S.A. 75-2955 would supersede K.S.A. 73-201 with regard to Kansas Civil Service Act hiring in a situation where both statutes could not be given full sway, because K.S.A. 75-2955 is the newer legislative pronouncement. In situations where two statutes dealing with the same subject matter can both be followed without one limiting the other, agencies must comply with both statutes.
