An Assessment of South Korea's Sunshine Policy Towards North Korea as a Precursor to Reunification from a Graduarlist Perspective
註釋Since the separation of South and North Korea after the Korean War, reunification has always been the main objective of the two countries. However, the controversies of reunification lie in the methods through which it is achieved. This paper makes an assessment of the South Korean President Kim-Dae Jung’s Sunshine Policy or “Engagement Policy” by evaluating its current performance as a response to various pre qualifications and situations coherent with gradual reunification methods. An examination of the ten (10) basic objectives of South Korea’s Engagement policy towards the North and past forms of reunification, particularly the reunification of Vietnam, lead to the hypothesis that; Reunification would be quite possible following the Gradualist approach where two independent institutions subsequently come to an agreement to merge into one state, rather than through the Collapist approach where the more powerful state exploits the deterioration of the weaker state in order to assimilate it. This hypothesis subsequently led the researcher to prove that the Sunshine Policy of South Korea and its workings are actually advocating gradual reunification and that reunification through gradual means is better and more practical as opposed to a violent reunification that can have catastrophic consequences. As historical facts and past reunifications have revealed, there are several prerequisites that have to be satisfied in order to determine if two countries are headed towards gradual reunification. Chapter 3 of this paper reveals that it is essential to have the existence of an initial condition of peace and security before the need for political and societal reconciliation and cooperation, international cooperation, military rapprochement and economic equilibrium, can be satisfied. Subsequently, Chapter 3 is dedicated to the presentation of proof that the five (5) aforementioned prerequisites are actually being satisfied by the ten (10) basic objectives of South Korea’s Engagement Policy towards the North, within the context of several current political, social, and economic circumstances.
