An Inquiry Into an Application for Indefinite Leave to Remain
註釋This report sets out the findings of the independent investigation, undertaken by Sir Alan Budd, into the allegation made against David Blunkett MP that he abused his official position as Home Secretary to fast-track the processing of a visa application by Leoncia Casalme for indefinite leave to remain (ILR) in Britain. At the time the application was made in 2003, Mr Blunkett was having a relationship with Mrs Kimberley Quinn, Ms Casalme's employer. The report examines the sequence of events in the case in detail, in order to answer two key questions: whether there was any involvement by Mr Blunkett or Home Office staff acting on his behalf in the handling of the application; and whether the application received favourable treatment compared with similar cases being processed at that time.
