At the beginning of this tale, the author starts working with the Department of Public Works in a small town named Butland, Rhode Island. He plowed the streets for eleven years as a subcontractor, working in his own construction business at the same time. When working the roads for the residents of Butland, he always received compliments on his work. During his tenure with the town, he began to discover problems with the local office, including misuse of the office budget. Everything led back to the superintendent. He realized that the man did not have the necessary knowledge or experience to run the office. Soon, the author found himself in such a stressful work environment that his health began to fail.
