The authors draw on more than fifteen years of studies, interviews, and test situations conducted on and off reserves. They identify issues, analyse their implications, and frame the context within which solutions may be identified and implemented. The goal is to increase our understanding of the diverse and complex nature of issues that have far too long been misunderstood.
