註釋Free and compulsory education to all children up to the age of fourteen is a Constitutional commitment in India. At the time of adoption of the Constitution in 1950, the aim was to achieve the goal of Universal Elementary Education (UEE) within the next ten years. Keeping in view the educational facilities available in the country, at that time, the goal was far too ambitious to be achieved within a short span of ten years. Hence, the target date has to be shifted a number of times.
