Outlines the findings of a survey undertaken by The ALSO Foundation of service provision in support of gay, lesbian, bisexual, and transgender (GLBT) people by local government authorities (herein referred to as Councils) in Victoria. All seventy-eight Councils were surveyed, with forty-two responding. The survey revealed that there is a noticeable level of ignorance of the need for services and programs for GLBT people within Councils, most probably due to a lack of understanding on the part of service providers of the specific needs of same sex attracted and transgender people. ALSO found that this situation is further compounded by confusion over the definition of the term "diversity" on the part of many Councils and service providers, with a resulting drive to make services "available to all" without taking into account the specific needs of different groups. On a positive note, many Councils have supported the development of same sex attracted youth groups and services. This demonstrates that many Councils do have the willingness and capacity to respond to areas of need within the GLBT community.
