The biography was created by Eileen Clark on behalf of the Beechworth Cemetery Trust, who sought an application to the Department of Veteran Affairs for Tong's grave to be marked to commemorate his war service. The biography includes details of Tong's family and medical history and his military service plus a photograph of his headstone.
