註釋The objective of this research paper is to examine the validity and utility of a comprehensive research methodology in assessing a participatory organizing process of irrigation management transfer. To achieve this objetctive, the paper evaluates the methodologies employed and the results of research conducted by the International Irrigation Management Institute (IIMI), the National Irrigation Administration (NIA) of the Philippines, and collaborating universities in the Philippines to assess the Farmer Irrigators' Organization Program (FIOP) country wide. Three research methodologies were used: (l) Process Documentation Research (PDR); (2) Validation Workshops; and (3) Validation Questionnaire Surveys. The research program was financed by the United Stades Agency for International Development (USAID) under the Accelerated Agricultural Production Program (AAPP). The workshop and the questionnaire survey, on the other hand, were useful in "validating" the PDR findings. Because of the large sample size and the area covered, the analyst could get a better picture of FIOP countrywide. The issues validated through workshops and questionnaire surveys originated from PDR. Thus the validation process was "guided" by the PDR results and was confined to the key issues that emerged from the PDR activity. Hence the validation was a quick process.
