Be it Resolved : that the Resources of the State of Utah are Inadequate for the Purpose of Providing Free Public Education for All Children ; Therefore the State Constitution Should be Amended to Provide Free Public Education Only to the Top Third of Each Academic Class Entering the Tenth Grade
