註釋Letter and enclosures, dated Jan. 17-18, 1866 in Manila, from the Regente of the Audiencia, Emilio García Triviño, to the governor, describing alleged misconduct of the alcalde mayor of Cavite, Bernabé España. With the Regente's letter, possibly copied by the fiscal, Anastasio de Hoyos y Zendegui, are enclosed copies of communications dated Dec. 29, 1865-Jan. 4, 1866, itemizing instances of misconduct by España compiled by Luis Oraa, military governor of Cavite. According to Oraa, those filing complaints against España include the parish priest of Roque, who claims España forced him to testify in court without the permission of his ecclesiastical superiors; the attending physician of the Hospital Civil, who charges that Oraa ordered a critically-ill prisoner returned to jail against the physician's recommendations; and the administrator of the Hacienda Pública, who clashed with Oraa over the appointment of an inspector of weights and measures for the state monopolies to replace the incumbent, Julián del Valle, presently serving a prison sentence. The letter and accompanying copies of charges are referred to the judges of the Audiencia, who recommend that the matter first be sent to the fiscal Hoyos.
