註釋The purpose of this project was to gather and evaluate policy-related literature, determining whether the conclusions reached were justified by the research and whether those conclusions could be generalized beyond the setting where the research was conducted. This report has three important limitations. First, it does not evaluate the impacts of growth management systems; rather, it evaluates the studies of such systems. Second, while efforts were made to obtain complete and up-to-date literature and to verify information with participants, the report is bound by the nature of a literature review and by time. Third, this report is an evaluation of the current state of the art of growth management research; it does not intend to advance the state of the art or to offer advice and recommendations. But the evaluations will have the practical value of permitting planners, managers, and decision makers to decide which system is appropriate for their purposes.
