Resolving water disputes and managing jointly controlled water resources in such a way as to reflect modern notions of, peace, justice and international law for all interested parties without resorting to violence has become increasingly important, and stands to become more so as regional water resources become strained due to overuse, pollution, invasive species, and climate change. Achieving this end, however, can be a complicated matter when faced with the realities of diverse interests in a resource, power dichotomies between both state and non-state parties, and a lack of clear options and proven strategies for resolving disputes. Globally, efforts for states to form traditional treaties between sovereigns regarding water resources have floundered, even as resources degrade and intrastate conflict increases. Efforts toward sub-state, transboundary solutions when traditional international treaties are untenable are lacking, but it is at the sub-state, rather than the traditional sovereign, level that progress may be made. The Great Lakes Binational Region stands as a potential model for this sort of sub-state agreement operating in lieu of and then leading to an equitable, effective international treaty.
