What are the major presenting causal factors that can be attributed to the high percentage of residential fires in non owner occupied structure within the Village of Endicott? What presenting factors are causing the exceptionally high instances fire related deaths in the Village of Endicott? What prevention or enforcement efforts have been successful in reducing the number of residential fire and associated fire deaths in other communities? Research procedures included a review of historical fires, code enforcement data as well as questionnaires of residents and property owners of non owner occupied residential dwellings within the Village of Endicottt. A comprehensive literature review examining current trade journals, nationwide statistical reports, fire prevention and planning texts and cultural theory was performed to investigate the residential fire problem in the United States.
