註釋An appeal for a second emancipation proclamation, drawn up by Dr. King, his chief attorney Clarence Jones, and several others and presented to President Kennedy. King urged Kennedy to take executive action on civil rights as a way to circumvent the Senate's legislative roadblock in passing new laws, and offered this draft document for the President's consideration. Kennedy never responded to the document.
