註釋An Federally funded evaluation of the Job Corps program found that Hispanic youths failed to benefit economically from Job Corps training. In this paper, we explore whether this is the result of non-comparable Hispanic control and treatment groups created during randomization. We employ non-experimental methods to account for the failure of randomization. Our findings suggest that the unusually high earnings of Hispanic controls is primarily responsible for the apparent lack of gain by trained Hispanics.
