The Congress, media, and American public have placed considerable pressure recently on the Department of the Defense to reduce the level of defense spending. Attention has been focused in particular on the military nondisability retirement system as one aspect of this spending which is excessive, inequitable and unfair. This essay reviews the current system and its objectives, analyzes criticisms of the system, evaluates proposed changes which have been recommended to the system, and develops conclusions and recommendations regarding the appropriateness of those changes. Data was gathered using a literature search of retirement studies and reports issued over the past twelve years. It is concluded that the system is indeed costly and will become even more costly in the future. However, any decision to use cost alone as the sole criteria to judge the system could result in a poor bargain. The system has served the Nation well over the years by attracting high-caliber men and women to perform a necessary service which the majority of United States citizens want accomplished but which the majority prefer be done by someone else. Recognition is given that change is inevitable and that it is far better that the Department of Defense take the initiative to introduce change rather than allow the Congress to affect change piecemeal or willy-nilly as is their current inclination.
