Commission of Inquiry Into the Actions of Canadian Officials in Relation to Maher Arar:
註釋The Arar Commission policy review is to make recommendations on an independent, arm's-length review mechanism for the activities of the Royal Canadian Mounted Police (RCMP) with respect to national security. The purpose of this paper is to provide background information to foster discussion of the questions raised by the policy review and to identify specific issues at the heart of the Commission's mandate, such as the nature of the review mechanism and the extent to which the Police's national security activities may require a different review process. The paper reviews the following issues: the national security mandate of the RCMP; the general objectives of review mechanisms (maintaining national security, protecting rights & freedoms, ensuring accountability); domestic models of review agencies for police forces & security intelligence services, as well as other accountability mechanisms; and international models. The final section presents a preliminary discussion of some options for a review mechanism.
