This study aims to support the European Commission's work on the evaluation of the TEN-T Regulation and the review of TEN-T policy by assessing the national plans and programmes of Member States and checking how coherent and aligned they are towards TEN-T implementation. The scope of the present study includes the core and comprehensive TEN-T network for the 27 EU Member States, according to Annex I of Regulation 1315/2013, as well as Part 2 of Annex II. Particular attention is given to the core network due to the 2030 targets. The study initially compiles information on the status and content of national transport plans and programmes, including an overview of national planning systems, as well as an in-depth assessment of national plans and programmes in each individual Member State. The overall assessment is based on an independent analysis combined with the consultation of Member States. The team defined a set of assessment criteria to assess the plans, besides a set of indicators to assess the compatibility of the plans with the TEN-T, having carried out a survey to collect additional specific information from Member States. Finally, the study provides a summary of its main findings and initial conclusions on how to better integrate national planning and programming and TEN-T policy objectives in the future.
