註釋During the 1990s a growing number of citizens have come to understand the negative effects of sprawl. People in both urban and rural environments face the problem of accomodating growth in ways that protect community character yet foster economic development and cost efficiency. This report describes the principles of such smart development, as well as strategies and solutions to overcome commmon obstacles. An appendix includes code language taken from a variety of U.S. jurisdictions that can be adapted to implement specific principles.
