Siting of a Hazardous Waste Facility in North Carolina
註釋Federal laws regarding proper hazardous waste disposal have begun to place pressure on states to provide adequate treatment facilities. The purpose of this thesis is to examine the siting process of North Carolina’s proposed hazardous waste facility. The Umstead Farm Site in Granville County was selected by the State-appointed Hazardous Waste Management Commission to host the facility. However, approval of this site was not granted by the North Carolina Council of State, and because of this, no site has yet been selected to host the facility. Public opposition played a crucial role throughout the siting process. The public opposition’s methods and tactics were examined in detail. Public hearings, state documents, newspaper accounts, personal letters and interviews provided the information for researching the siting process and examining public opposition. North Carolina was ineffective in convincing its residents that the facility was needed. One of the key reasons for this was that Federal and State consensus on interstate commerce laws were not reached. Individual states currently are unable to prevent unwanted wastes from entering their state. Source reduction and consumer modification can help alleviate the pressing problems associated with hazardous waste. It will however, ultimately take cooperation among the government, industry and the public to reach workable solutions.
