A municipal affordable housing strategy is a systematic approach to addressing local housing issues. It provides the community with an opportunity to discuss housing in its broad social development context and reach a consensus (or at least a widely -supported decision) on what should be done in order to ensure that housing needs are being met. By undertaking a municipal affordable housing strategy, the community can inventory the available resources for dealing with housing issues, weigh the broad range of actions open to them, assign responsibility for action to municipal and community based agencies and identify those actions and policy changes that they will demand from senior levels of government. An affordable housing strategy is developed with public consultation throughout the process.The purpose of this guidebook is to give municipalities interested in adopting an affordable housing strategy a detailed account of how to go about doing so. The chapters in the Guidebook are arranged along functional lines, meaning that different aspects of the strategy development process are described as separate topics. These functional topics are:-- preparation and administrative set-up; --assess affordable housing needs; --planning and conducting a public participation process; -- developing action plans; --implementing the strategy; --building partnerships; -- monitoring and evaluation of outcomes.
