Strengthening Ombudsman and Human Rights Institutions in Commonwealth Small and Island States
註釋Following the 1991 Harare Commonwealth Declaration on Fundamental Political Values, the Commonwealth Secretariat has increasingly provided support to member countries in developing and strengthening ombudsmen and human rights agencies as an essential component of good governance. This publication provides a selection of edited papers presented at a Commonwealth Regional Workshop on this topic held in Antigua and Barbuda in March 1998.It addresses issues such as accountability matters, privatization of government functions, complaint handling process, systemic investigations, compliance issues and management concerns. Caribbean case studies are placed within a larger international context, illustrating the experience of developing small and island states in general.
