General description of the collection: George W. Davis papers include general officer's papers: xeroxed letter (April 17, 1902) to General Adna R. Chaffee (Commander, Division of the Philippines) from Brigadier General Davis, response to recommendation of Senator Morgan that large number of negro soldiers could be recruited to settle in Philippines. Davis addresses this and explains how whites and blacks can settle the islands -- outlines European practices of administration (especially Spanish rule in Philippines before United States conquest).
