註釋This report presents finding of a citizen dialogue project that involved 12 sessions held across Canada, each with about 40 randomly selected citizens who were asked to reflect upon four scenarios for reforming the health care system. Scenario 1 explores more public investment the system; scenario 2 involves a form of private payment for health care; scenario 3 offers a more radical restructuring of health care to create a parallel private system; and scenario 4 proposes a major internal restructuring to reorganize service delivery. The participants used information in these scenarios to create their own vision of a future health care system and then worked through the difficult trade-offs & choices to realize their vision. The project also verified the dialogue through a national poll of 1,600 Canadians. The report provides two kinds of analysis of citizens' responses: quantitative analysis of the pre- and post-dialogue questionnaires and the national poll, and qualitative analysis of the video tapes & observers' notes of each session. The workbook used in the dialogue sessions is appended.
