Law entitled "Complete collection of the Laws of Virginia now in force and carefully copied from the Assembly records, " along with a alphabetical subject matter index. This record of laws was printed in London in 1684, and contained a dedication to the governor, Lord Howard, by the collector, identified by the initial, F.P. (Purvis) Of note, a law beginning on page 282 indicated that Negroes, Moors, and Mulattoes who were born heathens or Muslim, may be obtained as slaves from their country of origin by some "well disposed Christian, " who might thereafter convert them. However, they are still slaves, although they could be altered to indentured servants for a term of years, similar to other Christians.
