Values and Political Change in Postcommunist Europe
註釋Based upon interviews with 7350 members of the public and 504 Members of Parliament, this is a book about political values of people and politicians in five former communist countries: Russia, Ukraine, Hungary, Slovakia and the Czech Republic. Russia and Ukraine represent the core of the former Soviet Union; Hungary, Slovakia and the Czech Republic the heart of east-central Europe. The book analyzes public support for socialist values -- quality and state intervention; nationalist values -- including attitudes to neighboring states and to the West, as well as to regional autonomy, secession and cultural conformity; liberal values -- tolerance, citizens' rights, and lawbound government; populism -- with its emphasis on unmediated public opinion; and support for representative democracy -- with its emphasis on elections and parties. The future of democracy in postcommunist Europe is still uncertain. But political values are part of the solution not part of the problem. They provide no excuse for illiberal or undemocratic behavior by postcommunist governments, no excuse for these governments to be judged by special standards.
