The Montreal Protocol represents efforts at codification of principles of environmental law and other legal innovations to protect the ozone layer which are analysed in the first two chapters. Chapter three deals with environmental governance by examining the legal profile of environmental institutions especially the phenomenon of the Conference of Parties (COPs) under multilateral environmental agreements and the emerging conclusion that COPs are in effect international organizations. Chapter four deals with environmental financing and the legal status of trust funds set up to fund the operations of environmental treaties and the incremental costs of developing countries to comply with treaty obligations. Chapter five addresses the compliance regime of the Montreal Protocol by highlighting its special characteristics which include the internal resolution of non-compliance disputes by Parties. The research concludes that the implementation of the Montreal Protocol through legal innovations has remarkably contributed to the progressive development of international environmental law.
