註釋Part I of this report documents the relationship between family income levels and 27 factors that are critical to healthy child development, including behaviour, learning, health status, engagement in cultural & social activities, and specific living conditions within the family & the community. The report also touches on the effects of these 27 factors on the child development process. Part II discusses how this knowledge can be used to broaden & inform the poverty debate and introduces the concept of poverty of opportunity. It attempts to define an unacceptable level of inequality among families, or one which fails to ensure roughly equal life chances for all children. Finally, it considers how public policy can best support the optimal development of children.
