Part II discusses how this knowledge can be used to broaden & inform the poverty debate and introduces the concept of poverty of opportunity. It attempts to define an unacceptable level of inequality among families, or one which fails to ensure roughly equal life chances for all children. Finally, it considers how public policy can best support the optimal development of children.
