Mediation would be conducted by Board adjudicators who were being offered mediation training. Program objectives included enhancing the credibility of mediation, achieving time & cost efficiencies, improving the conflict resolution climate in the workplace, and enhancing mediator effectiveness. This report presents an evaluation of the program that combined both quantitative & qualitative evaluation methods (focus groups, questionnaire surveys, and case database analysis). Results are discussed with regard to: availability of information prior to mediation; the logistics of the mediation process; mediation outcomes; process issues such as fairness & mediator effectiveness; and the future of mediation. Finally, recommendations are made regarding the use of mediation. Appendices include a focus group question list and a copy of the survey questionnaire.
