註釋The Board's pilot program involved offering mediation in every case filed with the Board beginning Sept. 30, 1999. Mediation would be conducted by Board adjudicators who were being offered mediation training. Program objectives included enhancing the credibility of mediation, achieving time & cost efficiencies, improving the conflict resolution climate in the workplace, and enhancing mediator effectiveness. This report presents an evaluation of the program that combined both quantitative & qualitative evaluation methods (focus groups, questionnaire surveys, and case database analysis). Results are discussed with regard to: availability of information prior to mediation; the logistics of the mediation process; mediation outcomes; process issues such as fairness & mediator effectiveness; and the future of mediation. Finally, recommendations are made regarding the use of mediation. Appendices include a focus group question list and a copy of the survey questionnaire.
