Property Rights and the Sustainable Management of Non-timber Forest Products
註釋The purpose of this report is to examine the use of property rights as a means to develop an effective, efficient, and equitable management regime for non-timber forest products (NTFPs). After an introduction on NTFPs as an example of a common pool resource, section 2 provides some definitions of NTFPs and summarizes NTFP characteristics from both a market-based and First Nations perspective. Section 3 discusses the legal structure of property rights in British Columbia and the legislative basis for establishing a management regime. Section 4 discusses the economic context of NTFPs, property rights, and the institutional approaches to organizing common pool resources such as NTFPs. Section 5 provides a synthesis of the information and proposes a framework for developing a management regime. The appendix contains a matrix showing the characteristics of six categories of NTFPs (mushrooms, floral & greenery products, wild fruit & vegetables, landscaping transplants, craft products, and medicinal & pharmaceutical products).
