This is one of five papers examining the federal role in encouraging socially inclusive cities, especially for those citizens marginalized by deteriorating urban economic and social conditions. Four papers concentrate on one area of concern; one (entitled The federal role in Canada's cities: overview of issues and proposed actions), summarizes arguments and recommendations made by the previous four. In this paper the author underlines the importance of immigration to the future of Canada's cities and outlines what needs to be done to see that Canada's diversity remains an asset.
