註釋"Immigrant legalization is a critical and widely used -- but controversial -- tool for managing illegal immigration on both sides of the Atlantic, particularly in a European policy context. Controversy is inevitable because legalization must balance competing goals. The primary purpose of legalization is to reduce the size of a country's unauthorized population, so successful systems must be broadly inclusive. But successful legalizations also must avoid rewarding bad behavior or undermining the rule of law in order to be seen as fair; and they must be cost effective and achieve a high level of compliance without admitting ineligible immigrants or encouraging future illegal migration"--Page 1.
