註釋Due to reduced fiscal resources, the impending conclusion of combat operations in Afghanistan, and the strategic rebalance to the Asia-Pacific region, the Department of Defense and the Army will be required to refocus and reorient itself in order to maximize efficiency while maintaining the capability to respond to threats across the full range of operations. An operational Army National Guard will be critical in attaining this efficiency by contributing to the strategic flexibility, depth, and agility required for today's volatile, uncertain, complex, and ambiguous (VUCA) environment. This paper describes the opportunities associated with an operational Army National Guard and presents a rationale for maintaining its operational role to support the vision promulgated in Joint Force 2020. Furthermore, this paper recommends ways in which to fully integrate the Army National Guard as a partner in total force land power through balanced organizational alignment, proportionate training opportunities, and continued worldwide deployments.
