註釋This report provides a base of information to help the province, regions, and local municipalities assess whether changes should be made to the commercial hierarchy in local and regional land use planning to accommodate new types of retail commercial ventures with land use implications, in the interest of supporting initiatives for economic recovery and sound land use planning. The report focuses on membership warehouse clubs (MWCs) because of the market research available and the MWC cases before the Ontario Municipal Board (OMB) at the time of the study. The report describes the retail hierarchy and the evolution of retailing and the outlook for warehouse type retailers in Ontario; summarizes the OMB decisions on the Brampton Cosco and the Etobicoke Price Club stores; provides an overview of the reports, briefs, and submissions received in the course of preparing the report; and discusses possible Ministry of Municipal Affairs, local, and regional government initiatives. A glossary is included.
