註釋Increased policy emphasis on lifelong learning at the European level has been reflected in a drive to increase participation in learning in the UK, especially through Adult and Community Learning initiatives that take HRD beyond the workplace. Such an approach is important for promoting social inclusion since the unemployed are usually excluded from learning opportunities provided by employers. In 2001 a new framework was established for delivering Adult and Community Learning in England and this paper reports on the first evaluation of the perceived effectiveness of the new arrangements.
