The purpose of this paper is to examine the relationships between preservice teacher preparation, teacher in-service practice, and outcomes for students with special needs. A fuller understanding of the "teacher preparation greater than teacher practice greater than student outcomes" connection will inform teacher preparation programs as they work to better equip general and special education teachers with the knowledge and skills that will lead to improvements in student achievement. This exploration of the literature sheds light on these relationships but reveals a dearth of studies that would bring real illumination. Finally, specific recommendations to direct further development of policy, research, and practice--and the interactions between the three--are provided. (Contains 8 footnotes.).
