Mr. Sydney Brooks, in his article on England and the Transvaal, is eminently fitted to express the personal side of some of the leaders in this war. He is the son of a member of Parliament, and from the opportunities which he has had for observation and acquaintance with men like Cecil Rhodes and Joseph Chamberlain, he is enabled to give a more or less intimate expression of the individual views held by such men on episodes which are taking place in South Africa.
