"In the long and tragic history of the Winnebago, only the chiefs and head men voiced their hopes and fears in the long years between 1837 and 1874. Long after the removal fight was over, the Winnebago found a voice to speak for them in their struggle to survive in a white society. It was the voice of Charles Round Low Cloud of the Black River Falls settlement who was not a chief, but was the writer of a weekly column in the Black River Falls Banner-Journal. Born in 1872 and educated at Carlisle, he reported Winnebago news from 1931 to 1949, telling about the daily life of an Indian through depression, the New Deal, and World War II. His "Indian News" was widely quoted, sometimes for its wisdom, sometimes for its humor. His life was a humble one but his writings were read by man in the years when he was a voice for the Winnebago"--
