The Information and Communications Technologies penetration in the transport sector has led to the emergence of new mechanisms for attracting trac data. The importance of nding the best location for these mechanisms into the transport network leads to the use of mathematical optimization approaches to this problem. Now the challenge is to solve these models without using commercial solvers. Thus, the development of heuristic methods that use the structure of the problem to obtain near optimal solutions using fewer resources is one of the highest priorities.
