In 1729 Col. David Dunbar appeared at Pemaquid with a royal commission as governor of the territory of Sagadahock (between Kenebec and St. Croix rivers) He proceeded to grant land, regardless of previous rights, thereby arousing enmity of actual settlers, the holders of Pemaquid, Muscongus and other patents, and the Massachusetts colonial government. A formal protest was made to the home government who turned the matter over to the Lords commissioners for trade and plantations. They in turn referred to the attorney-general and the solicitor-general of the realm for their opinion, which is given here and signed by both: P. Yorke and C. Talbot, 11 August, 1731.
