This paper provides a compendium of past recommendations from various public and private organizations on how the new department might achieve those goals. The authors reviewed key reports from those organizations, which represent most of the significant efforts to date concerning recommended policy changes and policy initiatives to enhance homeland security. The authors intend for this paper to be used as a guide for further individual study of those reports.
