註釋This handbook is intended as a resource for First Nation councillors who would like to build a strong, stable organization in their community. It describes the roles & responsibilities of community leaders (such as Chief and Council) in nine parts covering the following matters: an overview of First Nations governance; Council roles & responsibilities; Council leadership, or the job of the Chief; relationships with community members; relationships with the Director of Operations; relationships with Indian & Northern Affairs Canada; relationships with other stakeholders such as Aboriginal organizations & provincial governments; the legal environment in which a Council operates; and responsibilities under the Indian Act. Appendices include an example of leaders' policies, principles for establishing committees, and other information of potential interest to a Council.
